Do not approve a filler from a viscosity number alone. Two formulas in the same broad viscosity band can foam, string, trap air or separate differently. Send the actual product, container and closure so the dosing path and acceptance test can be defined together.
The quotation should state what was tested, the selected dosing route and the conditions behind the result. Avoid treating every cosmetic as a generic liquid.

It is equipment configured to meter a cosmetic product into an approved bottle, jar, tube, ampoule, sachet or other primary pack. The filling method, product feed, nozzle and closure process must match the real formula and package.
Creams and viscous lotions usually require a controlled product-feed path, a suitable positive-displacement dosing method and clean shut-off. The final choice depends on viscosity behavior, temperature, particles, fill range and whether the pack is a jar, bottle or tube.
